CSD Priorities for 2010
 

In 2010 the Center will continue to focus on unfinished domestic reforms and international challenges to the country.

  • Judiciary
Support for the judicial reform process, monitoring the work and strengthening the capacity of the judiciary and law-enforcement in preventing, prosecuting and sanctioning corruption and crime. Analysis of penal legislation and other laws relevant to the counteraction of organized crime. Analysis of legislative measures against conflict of interest. Review and analysis of the Bulgarian Penitentiary System and the European Prison Standards. Development of indicators for measuring public confidence in national criminal justice systems and public perceptions of crime, criminal justice and criminal policies in EU Member States.
  • Non-judicial oversight institutions
Analysis of the legal framework and practical operation of state institutions, which have controlling powers (inspectorates in the various ministries and agencies, the customs and tax authorities, etc.) against criminality, including corruption.
  • Human rights
Monitoring and analysis of racism and xenophobia in Bulgaria and mapping out measures to curb their manifestations within the framework of the Center’s operation as a National Focal Point for the EU Fundamental Rights Agency (FRA). Supporting the role of the Ombudsman institution for human rights protection and good governance. Upholding the rights afforded to victims of crime in criminal proceedings in Bulgaria and all EU Member State.
 
 
  • Organized crime
Analysis of organized crime markets in Bulgaria and the European Union. Application of new methods of assessing organized crime threats in Bulgaria. Research into the links between corruption and organized crime. Drafting of the first annual report on Organized Crime Threat Assessment in Bulgaria.
  • Conventional crime
Support for crime prevention by analyzing key factors affecting crime levels by types of crime and social groups, as well as by promoting dialogue between stakeholder institutions. Active participation in the National Crime Prevention Commission. Research into the dynamics, levels and trends of conventional crime in Bulgaria. Formulation of proposals to counter criminal activity and modernize law enforcement.
  • International Security
Assessment of new threats and dimensions of international security. Analysis of the impact of NATO’s New Strategic Concept on Bulgaria and the wider Southeastern Europe region.
 
 

  • Climate change and good governance in the energy sector
Assessment of key risks for Bulgaria as it strives to achieve goals related to limiting the effects of climate change. Proposals for reforms in energy sector governance that are necessary in order to achieve those goals. Analysis and design of policies for Bulgaria’s active role and participation in the management of climate change, such as: achieving energy efficiency, diversifying energy sources, transitioning from conventional to renewable energy sources, ensuring equal access to energy services for all market participants , etc. Integration of national strategies for energy production and efficiency, environmental protection and climate change mitigation, and sustainable development. Analysis of the relationship between good governance in the energy sector and sustainable economic development.
  • Hidden economy and economic crime
Assessment of the dynamics and the manifestations of the hidden economy in the country as reflected in the annual index of the hidden economy. Analysis of the policies for limiting the hidden economy in Bulgaria. Analysis of the hidden economy in border regions along the external European Union borders.
Building up the national capacity for investigating money laundering and economic crime. Analysis of new forms of economic crime: abuse of European Union funds, VAT frauds, ‘draining’ public funds through subsidies and public procurement, etc.
  • Innovations, ICT and competitiveness
Preparing the e-Bulgaria 2020 and Innovation.bg 2010 annual reports in cooperation with the Applied Research and Communications Fund.
Preparing the chapter on Bulgaria in the World Competitiveness Yearbook of the IMD Management Institute in Lausanne.
 
 
 
  • Policies for the Integration of Immigrants and Refugees
Development of a methodology for monitoring and evaluating policies and practices relating to the integration of citizens of third countries and refugees in Bulgaria and the European Union. Development of methods and indicators for evaluating progress in achieving the goals of integration policies relating to citizens of third countries and refugees. Analysis of the social impact of integration measures and their effects on immigrants as well as society as a whole.
  • Social Impact Assessments and Program Evaluations
Evaluations and impact assessments of public policies and programs at the national and EU levels. Development of a system of key national indicators for the efficacy and efficiency of policies and programs in the area of Justice and Home Affairs, and for the progress achieved in reaching key national JHA goals.
  • Communicating Science to Society
Research in the field of science communication and technological development. Training in science communication for Bulgarian and European scientists and researchers.
