|On 24 November, 2004 at the press center of Sofia Press Agency, the Civic Association for Fighting Corruption and Illegal Construction hosted a round table: The State Sanitary Control Institutions: Between the Announced Numbers and the Obligations Towards Citizens. Participants in the round table were: representatives from the Hygienic and Epidemic Inspectorate (HEI) in Sofia, the National Fire and Emergency Service (NFES), Ministry of Health, media. The following topics were in the focus of the discussions during the round table: counteracting corruption mechanisms and practices in the structures of HEI and NFES; coordination regimes between the two agencies; recommendations for improving the legal framework for building permits and licenses issuance; improving the effectiveness of administrative control over building permits issuance.|
The round table was organized by the Civic Association for Fighting Corruption and Illegal Construction under the project Civic Monitoring over the Process of Issuing Licenses by Hygienic-Epidemic Inspectorate and National Fire and Emergency Service in Cases of Building and Reconstruction. The project is implemented under the Civil Society Against Corruption Program of Coalition 2000. In December 2004 the Civic Association for Fighting Corruption and Illegal Construction will publish a brochure with useful tips and advices to citizens how to act in cases of corruption involving issuance of building and production licenses and permits.
The Civic Association for Fighting Corruption and Illegal Construction also opened a "hot telephone line" where citizens in Sofia can call and submit complaints against corruption practices in building permits issuance.
