Fourth Annual Meeting of the Anti-Corruption Network for Transition Economies
 
The Fourth Annual Meeting of the Anti-Corruption Network for Transition Economies organized by the Organization for Economic Co-operation and Development (OECD) took place in Istanbul from 26 to 28 March 2002. Over 120 government officials, civil society actors, and international organizations, actively involved in combating corruption took part in the meeting.

The national anti-corruption strategies of Bulgaria, Latvia, Georgia and Slovakia were presented and discussed at the conference. The following subjects were discussed in the three breakout sessions:

  • Rule of Law - accentuating on the judicial reform, political party financing and whistle blowing / witness protection;
  • Good Governance - including codes of conduct, public procurement and conflict of interest;
  • Civil Participation - highlighting the ways and means of establishing dialogue between NGOs, government, private sector, and the media and elaborating adequate international standards for the donor organizations, supporting the anti-corruption projects.


The Bulgarian experience in the efforts for curbing corruption was presented by Mr. Dimitar Penkov, Security Council with the Council of Ministers, who introduced the National Anti-Corruption Strategy and the Program for its implementation, adopted by the Bulgarian government, as well as the organizational, technical and financial problems occurring along the process. Mr. Ventsislav Karadjov, Transparency International - Bulgarian Chapter and Dr. Zhivka Damyanova, Coalition 2000, acquainted the participants with the corruption environment in Bulgaria and the experience of Coalition 2000 in the public-private partnership as an important anti-corruption mechanism.The conference endorsed the regional anti-corruption cooperation of the Baltic Anti-Corruption Initiative and the Stability Pact Anti-Corruption Initiative and discussed the possibility of elaborating an Anti-corruption Action Plan for Armenia, Azerbaijan, Belarus, Georgia, the Russian Federation, Tajikistan, Turkmenistan and Ukraine.
