In early 1999, (January - February), the work on e-commerce and
digital signature started with orientation meetings and
consultations with representatives of the main stakeholders interested in the legal
regulation of the subject. A Task Force for the preparation of the
draft law and an Expert Council including representatives
from the stakeholders, legal and IT experts were formed. A group of
ad hoc consultants as an assisting body is open for
For the purpose of drafting the Law Program initiated preliminary
research of most important international instruments already
adopted or in a process of preparing and contemplating the use of
alternatives to paper-based methods of communications. The study
also reviewed the international and European acts and proposals, as well as
materials on foreign legal regulations - USA, EC countries
and Latin America Acts, draft acts and investigations.

Bulgarian National Bank and includes the concept paper and the
draft law for Bulgaria, as well as international documents and
foreign laws translated in Bulgarian.
The Law on Electronic Document and Electronic Signature
(Available in Bulgarian) was adopted by
the National Assembly on March 22, 2001, and was promulgated in
State Gazette 34/06.04.2001. The Law will enter into force six
months after its promulgation.
A new Directive of the European Parliament and the
Council of Ministers on certain legal aspects of information
society services, in particular electronic commerce, in the
Internal market (English, Bulgarian) was adopted.
